The ABC Board is authorized to appoint a Hearing Commission to conduct hearings involving charges against licensees. The Commission may fine, suspend, or revoke licenses for each charge. Any decision of the Hearing Commission may be appealed to the Board (Ala. Code 28-3A-24 [1975]). These records, usually maintained in individual licensee case files, document all cases brought before the Hearing Commission or the ABC Board. The files may include the following data/documents: licensee citation form, inspection report, explanation sheet, record of convictions, list of persons interviewed, sketch of neighborhood and investigation, synopsis of Board hearing, case settlement option form, correspondence, and other supporting materials such as photographs and police reports.
